    I have found that applying the background image to the anchor rather than the parent element gives you easy access to the hover, and active state(s).

    Furthermore, combining this technique with the technique of having these states as part of the same image, stacked one on top of the other, you can use the background-position property to offset the background image vertically the height of anchor, giving you a hover state.
