Default Cheapest place to get Adobe Photoshop Elements?

I need version 7 or 8. This needs to be 'new' no ebay auctions or re-selling of used software. I would prefer a downloadable copy (with serial number) as I live in Canada and shipping across the border is not fun.
Coupon codes or promos are fine, but mail in rebates are not. I'm buying 5 copies so if there is a volume discount that's great.
I want to keep this 100% legal - no shady sites or deals. I need a download of the software and a valid serial number that adobe recognizes as being legitimate.
My point of comparison is Elements 8 from Adobe.com which is $99 US (before mail in rebate)

Adobe manages the prices of all Adobe software. You might find a few dollars difference, but that's about it. So if you are looking for a downloadable version, might as well get it from Adobe.

You can get a discount on brand new software at Amazon.com for PSE 7. Go there and drop down to the bottom of the list. You will see PSE 7 but listed as Older Software. All this means is when a new version comes out stock on hand is discounted but it is still the same software. Discounts are almost 50%.
